Minimum Wage in Finland 2026
Important Note
Finland does not have a statutory minimum wage. Minimum pay levels are determined through sector-specific collective agreements (työehtosopimus/TES), which cover approximately 90% of Finnish workers.
Key Information
Collective Agreements (Työehtosopimus)
Finland's wage-setting system relies on collective bargaining between employer organizations and trade unions. Agreements are negotiated at the sector level and set minimum wages, working conditions, and other employment terms.
Universal Application
When a collective agreement is declared “generally applicable” (yleissitova), it applies to all employers in the sector, including those not members of employer organizations. This ensures broad wage protection even for non-unionized workers.
Typical Sector Minimums
Collective agreement minimums vary: retail (~€1,800-2,000/month), hospitality (~€1,700-1,900/month), technology (~€2,000-2,300/month), construction (~€2,100-2,400/month). These increase with experience and qualifications.
Holiday Bonus
Most collective agreements include a holiday bonus (lomaraha) of approximately 50% of holiday pay, effectively adding about one extra month's salary per year. Holiday pay itself is typically 9-11.5% of annual earnings.
